Alison is running one of her Victorian monster hunting games this Sunday. I'm up to run next Sunday and musing on ideas. The Ulthmar game I ran last week went down well, sooo....perhaps another S&S thief game?
 
The the Ulthmar scenario in the Sword and Sorcery Codex tells us that the Great Tyrant has survived two uprisings...umm....?
 
Rebellions cost money - arms, supplies, mercenaries. As well as nobles, merchants have money. 
Perhaps some merchants secretly funded the last uprising? 
Perhaps not all the money was spent? 
Perhaps someone knows where it is stashed?
Some will want the money.
Some merchants will want to silence anyone who knows of their (so far undiscovered) involvement in the uprising - and the money.
A prisoner sentenced to a life in the galley fleet is surprisingly still alive.
They have escaped and washed up in Ulthmar.
He knows where the money is and which merchant(s) supplied it.
