Perhaps it is the original home of the Wayfarers?  Or maybe the Wayfarers and the Royal Redeemers had a shared ancestor there that split into the two they are today? I also thought what if there was 3rd group of Wandering healers from the Shining Fortress opposed to the Fleshcrafters torturous practices. Maybe call them the Flesh Wardens? Maybe it was destoryed by the Dendrelyssi   but there were enough  aboard or escaped to form the 3 factions?

If this line of thought interests you, I have a few ideas that are formimg. If not, no worries.

Hey Hoplite...you're the second one to suggest something to do with the Wayfarers. I'm not so keen on the Flesh Wardens, but some of your other ideas might have mileage...let me know more

Maybe the first Wayfarers were originally tutored in the ways of the multiverse by renegade Dendrelyssi, this link to the D means they are suspected by the Redeemers as being tools of chaos.

you could have monster-style stats for horses and use them or just keep it player-centred e.g
- if you want the horse to do something e.g jump across ditch (and the jump is possible) - you roll Persuade. Warhorses are easier to Persuade to charge in battle.
- if you want the PC to do a stunt while on horseback - roll with a penalty. 
- if thr horse is the animal companion of a Barbarian Beast Mastery could be used ?

Here is a rough idea:

The Shining Fortress was the original home and  training ground of the Wayfarers. The founding of the fortress has its roots centuries ago in  Zamoneth  by a woman named Umthala.  Was famous as a dancer and mahogany skinned beauty, more importantly she was a skilled witch.  She had watched the Dendrelyssi ships take untold numbers of her people away as slaves and she swore she would exact  vengeance on the demon summoning slavers.
She allowed herself to be taken by slavers  and became a sex slave to a Dendrelyssi Lord and in time bore a half-caste daughter  El-Kelis who would be the instrument of her revenge.  Two great summonings did Umthala perform,  demon of combat was bound with the Dendrelyssi  lord as the sacrifice and a demon of travel with the lords prized hunting bird.
 The demon opened a gate and Umthala, El-Kelis, and the Dendrelyssi Lord’s others slaves   were transported the island the Shining fortress would be eventually build upon.  The former slaves were trained by the Demon of Combat  with El-Kelis as their leader.  As their skill grew they were sent forth to find disciples who would train with El-Kelis. As their numbers grew a great fortress was built and here their  bodies and minds were ennobled by using the very knowledge their Dendrelyssi master’s subjected the world with to make themselves the embodiment of freedom and righteousness.
As usual the Dendrelyssi scoffed at the idea of a humans  especially unarmed ones and half-breed being a threat. But, at least after over a century of ignoring this place founded by  former slaves they attacked.
It is said that El-Kelis ordered her disciples to spread to the four winds and that she bounded with her demon of combat while the Dendrelyssi forces stormed the Shining Fortress. The Fortress and presumably El-Kelis were destroyed but no Dendrelyssi left that battle alive.

It would fit, as characters are unlikely to restrict themselves to travelling on-foot at higher levels. You could just have riding horse/warhorse/camel or add more 'in-setting' breeds like the agile coursers of the Forlucian nomads, the great Torquendon destriers and the strange camels of the Sutral Desert.
