Am I Missing Something?

So, I set about making up my first couple NPCs for the campaign I'm starting in a few months, and I suddenly realized that there didn't seem to be any reason for NPCs to have an Initiative score. They act at pre-programmed parts of the round, based on their type (which I love), so... why would they need to roll initiative?

I checked the sample NPCs in the book, and they all have Initiative stats. What am I missing?

Even if NPCs have their own category for priority rolls/initiative, you might still need to determine the order they go within their set category.   Friendly NPCs acting with the players as opposed those opposed to them for example.

Keep in mind that an NPC’s initiative and mind attribute probably should count as negative modifier’s to a PC’s roll.

From the BoL Mythic rulebook, page 64:
 Priority Roll Modifiers
If a tough or a villain has an initiative score, take the highest such score of those involved and subtract this from the Heroes’ Priority Rolls. If no initiative is listed, treat as zero.
